After careful study of the Crimean question the Council of Ministers of the RSFSR came to the conclusion about the expedience of transferring the Crimean area to the composition of Ukraine. I appealed to the Presidium of the Verkhovna Rada of RSFSR with a document/appeal: “On performance of the Presidium of the Supreme Council of RSFSR on transferring the Crimean area to the composition of the Ukrainian SSR”.
Reattaching of the Crimean area of the Ukrainian SSR was carried out in complete accordance with the requirements of the Constitution of the USSR and the constitutions of the union republics.
Therefore on April, 26, 1954 the Verkhovna Rada of the USSR adopted the law on the transmission of the Crimean area to the Ukrainian SSR. Consequently, the reattaching of Crimea took place due to the initiative of the Russian Federation itself. None of the mentioned documents states that Crimea was the “gift” for Ukraine on occasion of the 300th anniversary of reunion. This decision does not coincide with the mentioned anniversary and chronologic.
If the creation of Crimean ARSR in 1921 in the composition of Russia was explained with the typical approach toward the settlement of similar issues, the change of territorial belonging of Crimea in 1954 was predefined with economic necessity – decline of economy of the Crimean area as a result of break of historical and economic connections of the peninsula with Ukraine.
